Project Overview
Phoenix Investors and its end-user are proposing the private redevelopment of the long-vacant former Federal-Mogul facility at 402 Royal Road. Their proposal repurposes the existing 380,000 – 400,000 square-foot building, which has been unused for more than 15 years, into a modern data center campus. The plans include a customer-owned electrical substation, updated utility connections, mechanical and electrical yards, and areas identified for possible future expansion.
The site’s M-1 zoning, access to utilities, and proximity to a NIPSCO substation make it compatible with this type of use. All permits, regulatory communications, and project materials related to the City’s review of this private development are listed below for public reference.
